Dear Sirs:

Pursuant to 10CFR50, 550.90, please find attached a proposed license amendment which incorporates a change to Oconee Nuclear Station Technical Specifications.

Specification 4.2.2 concerns the inspection schedule of portions of the reactor coolant system. A change to the inspection schedule for reactor coolant outlet nozzles is requested due to an error that occurred during the last Oconee Unit 3 i

refueltag outage. During this outage, one RC outlet nozzle was inspected but an l

incorrect procedure was utilized. The procedure used a UT beaur angle of approxi-

nately 75 degrees instead of an angle of essentially 90 degrees as required by I-2320 of Section II of the ASME Code. This error resulted in 10 to 20 percent of the weld volume not being aramined. Due to scheduling conflicts is not prac-tical to perform this inspection again during the forthcoming Oconee Unit 3 refueling outage and stay within the appro:r:imately 40 month inspection interval l

required. Therefore, it is requested that the change be made to allow this l

nozzle to be re-inspected at a future refueling outage. The forthcoming refuel-l ing outage is for Cycle 4, therefore, the subsequent refueling outage would be l

for Cycle 5 and is so stated in the proposed revision to the specification.

l This proposed license amendment is considered to constituta one Class III licensa.-

I fee request and two Class I license fee requests since they involve a single l

1ssee pertaining to three identical units. Accordingly, the enclosed check in l

the amount of $4,800 is remitted for the license amendment fee.
