B.5 Each operator shall specify the positions or title and qualifications to be met by the persons to be assigned to the functional areas of emergency activity. For emergency situations, specific assignments shall be made for all shifts and for plant staff me;bers, both on-site and away from the site. These assignments shall cover the emergency functions in Table B-1 entitled, " Minimum Staffing Requirements for Nuclear Power Plant Emergencies." The minimum capabilities and staffing on-shift and available within one-half hour following the declaration of the emergency class shall be as indicated in Table B-1.

The Emergency Plan describes the TMI normal station on-shift and support organizations (sections 4.5.1.1 and 4.5.1.2), the on-site emergency organization (section 4.5.1.3), and the off-site emergency support organization (section 4.5.1.4).

In addition, Table 8 describes the minimum on-shift staffing, the specific emergency assignments of each on-shift job category, the number of off-shift personnel available within 60 minutes after notification to supple-ment the on-shift personnel, and the qualifications of these personnel.

Licensee anticipates that during an emergency some of its off-shift personnel will be available to supplement the on-shift crew in less than 60 minutes. However, a survey conducted by Licensee of the personnel who would be called out during an emergency indicates that on average it will take around 60 minutes for the typical employee to arrive onsite following notification.

A review by Licensee of the numbers and capabilities of its on-shift crew, the functions to be performed by the additional off-shift persorpel, and the time within which those functions need to be performed, confirm th.2t Licensee's staffing is adequate to meet anticipated emergency situations.

C.2 Each principal organization shall plan to dispatch representatives to the operator's near-site Emergency Operations Facility. The op-erator shall provide for the dispatch of a representative to'prin-cipal offsite governmental emergency operations centers.

The nureau of RadLation Protection will send a representative to the near-site Emergency Operations Facility at the TMI Observation Center to provide face-to-face liaison (section 4.7.2.1).

It is not planned that TMI will send a representative to the offsite governmental emergency op-erations centers (EOC's). This decision is based on a number of factors unique to the TMI site, including its proximity to the permanent state EOC's in Harrisburg and the extent and redundancy of communications be-tween the onsite and offsite facilities.

Communications with BRP are through a special telephone designated the " Radiological Line" with dedicated telephone lines connecting the Control Room, the near-site and alternate EOF, and the BRP EOC (section 4.7.5.2).

Communications with PEMA are through the National Warning System (NAWAS) Line and a back-up tone-activated pager (section 4.7.5.8).

Licensee has the capability to communicate with the EOC's through an auto-dialing telephone syt em and tone-activated pagers. For Dauphin County additional radio communications are available if necessary (sections 4.7.5.9 and 4.7.4.13).

E.6 Each organization should establish administrative and physical means and the time required for notifying and providing prompt instructions to the public within the plume exposure pathway Emergency Planning Zone.

(See Appendix 3).

It shall be the operator's responsibility to ensure that such means exist, regardless of who implements this requirement.

It shall be the responsibility of the state and local governments to activate such a system.

In response to this criterion, Licensee has let a contract to Fed-eral Signal Corporation to perform an engineering study of a radio-con-trolled outdoor siren alerting system for TMI. The purpose of this study i

is to design an alerting system that would satisfy the requirements set i

forth in NUREG-0654 and FEMA Publication CPG l-17, " Outdoor Warning Systems Guide".

The Company has just reveived the Federal Signal report and cur-rently is reviewing and analyzing its conclusions. After this review is complete, the Company will meet with appropriate state and county offi-cials to discuss a proposed alerting system. Prior to restart of TMI-1, the company will coordinate with the state and local officials for the pur-pose of satisfying all applicable regulatory requirements.

E.7 Each organization shall provide written messages intended for the public, consistent with the operator's classification scheme.

In particular, messages to the public giving instructions with regard to specific protective actions to be taken by occupants of affected areas shall be prepared and included as part of the State and local plans. Such messages should include the appropriate aspects of sheltering, thyroid blocking or evacuation.

Licensee believes that this criterion should not be applicable to plant operators. The indication in NUREG-0654 making this criterion appli-cable to operators appears to be a typographical error. The criterion it-self states that the written messages "shall be prepared and included as part of the State and local plans." Since offsite governmental authorities are responsible for public warning and notification, no useful purpose would be served by including such messages in Licensee's Emergency Plan.

F.1 The communication plans for emergencies shall include organizational titles and alternates for both ends of the communication links. Each organization shall establish reliable primary and back-up means of communication for operators and local and state response organizations.

Such systems should be selected to be compatible with one another.

Licensee has described its communications network with all state and 1

local agencies within the 10-mile EPZ (section 4.7.5).

The 50-mile ingestion EPZ relates primarily to the long-term identification and control o'f food and water that may have becom contaminated. The responsibility for implementing protective measures within the 50-mile EPZ has been delegated to the Pennsyl-i vania Department of Agriculture. Once'PEMA has received notification from Licensee of an accident requiring protective measures, PEMA will establish communications with the Department of Agriculture and, if necessary, the State of Maryland. Thus, it is not contemplated that Licensee initially would communicate directly with either the Department of Agriculture or the State of Maryland.

H.1 Each operator shall establish a technical support center and sn onsite operational support center (assembly area) in accordance with NUREG-0578 as in the NRC letter to all power reactor licensees dated October 30,1979.

The TMI Operations Support Center is described in the Emergency Plan at section 4.7.1.3.

A primary location is given for the center and back-up areas are also indicated.

If it becomes necessary to utilize any other area due to overflow from these spaces as now designated, ample physical space is available in adjacent rooms and hallways. Reevaluation of the Operations Support Center for timing and space considerations has indicated that the existing plans are adequate.

J.5 Each operator shall provide for a capability to account for all indiv-iduals onsite at the time of the emergency and ascertain the names of missing individuals within 30 minutes of the start of an emergency and account for all onsite individuals continuously thereafter.

As described in section 4.6.5.1.1, Licensee will account for all in-dividuals within the protected area. Licensee believes that such i

l an accounting will take about 60 minutes. Personnel lccated outside the f

protected area, but within the owner-controlled area, will be accounted for after evacuation to Crawford Station, or if time permits while mis-tered at the onsite emergency assembly areas. Given the large number of people onsite, it is anticipated that s'uch an accounting will take several hours.

J.6 Each operator shall, for individuals onsite, make provisions for:

Use of radioprotective drugs.

(e.g., individual thyroid protection).

t Licensee has investigated the use of radioprotective drugs with the Com-monwealth of Pennsylvania Department of Health and Radiation Management Cor-poration. There appears to be no problem in pro,mptly obtaining a supply of potassium iodide (KI) for use by onsite emergency workers. However, the criteria for cdministering tha drug are both unsettled and unclear. The memorandum for the Commissioners on Radiation Protection-Thyroid Blocking (SECY-80-257), while providing useful background information, does not pro-vide sufficient detail for practical use by Licensee. Moreover, Li,censee is not aware of any specific guidance on the use of KI by other agencies.

While Licensee will continue to analyze the use of KI, a final de-cision must await further direction from regulatory authorities. Prior to restart, Licensee will implement all specific guidance from the NRC relating to the administration of KI.

In particular, Licensee needs de-tailed criteria with respect to the iodine concentrations (expressed as pCi/ml for a given period of time) or exposures (expressed as rem) to the thyroid to be avoided through the use of radioprotective drugs.

J.8 Each Operator's plan shall contain time estimates for evacuation with-i I
