Enclosed are three (3) originals and forty (40) copies of Techni-cal Specification Change Request No. 63, requesting an amendment to Appendix A of Operating License No. DPR-72.
As part of this request, proposed replacement pages for Appendix A are enclosed.
Th's Change Request clarifies misunderstandings that nay exist re-garding the use of the term OPERABLE as it applies to the single failure criterion for safety systems in power reactors.
Florida Power Corporation considers Change Request No. 63 to be a Class III' Amendment, per 10 CFR 170.22, as it involves a single safety issue.
A licensing fee is not applicable to this Change Request, as it is the result of an NRC requirement. A signed copy of Certificate of a
