Duke Power Company Response to OIE Inspection Report 50-269/78-13, 50-270/78-12, 50-287/78-12 ITEM:

Technical Specification 6.4.lb. requires refueling operations to be conducted and maintained in accordance with approved procedures.

Section 4.2.6 of the Administrative Policy Manual requires activities be conducted in accordance with the provisions of the applicable procedure.

Contrary to the above, the receipt inspection and storage of two new fuel assemblies on March 17, 1978, was not documented as required by the new fuel assembly inspection and storage procedure No. OP/0/A/1503/04, in that enclosure 9.3 of the procedure was not documented as having been performed for assembly No. NJ011S and for assembly h'. NJ011T. The assembly storage location was not recorded and the Fuel Handling Supervisor's signature was missing.

This is a deficiency.

3PONSE:

It was verified with the activity supervisor in charge of receiving new fuel that the fuel assemblies in question (NJ0115 and NJ011T) had been inspected and stored per OP/0/A/1503/04.

The applicable enclosures were then completed (assembly storage location and Fuel Handling Supervisor's signature).

This deficiency occurred due to an oversight by the Fuel Handling Supervisor.
