SUMMARY

Inspection on February 25-28, 1980.

Areas Inspected This routine, unannounced inspection involved 24 inspector-hours on site in the areas of management control, quality control of analytical measurements, inspec-tion of environmental monitoring stations, review of environmental monitoring data, review of radiological monitoring procedures, and implementation of the radiological monitoring program.

Results Of the six areas inspected, no items of noncompliance or deviations were iden ified in five areas; one item of noncompliance was found in one area (Deficiency - failure to follow procedures in not obtaining required fish samples)(70-1151/80-06-01).

Exit Interview The inspection scope and findings were summarized on February 28, 1980 with those persons indicated in Paragraph I abnve. On February 29, 1980, the inspector discussed the failure to obtain the required fish samples with the plant manager and informed him that this was considered to be an item of noncompliance against condition 39 of the license.

Unresolved Items Unresolved items are matters about which more information is required to determine whether they are acceptable or may involve noncompliance or deviations.

One new unresolved item identified during this inspection is discussed in paragraph 9.

Management Controls Management controls were reviewed by the inspector with respect to overall adequacy and specific management responsibility for environmental protection, both radiological and nonradiological. A review of ccrporate organization charts indicated a clearly defined path of managerial responsibility.

Management controls in this area continue to be within standard industry practices. There were no further questions in this area.

Quality Control of Analytical Measurements The. December 1979 Eberline sample anslysis report which includes a cumulative listing of sample analyses for the year was reviewed. This report includes q

q information pertaining to split samples, duplicates, and EPA comparison results. Comparison results of analyses with the State of South Carolina were also reviewed. The inspector was informed that there was no formal l

internal audit of the program, as vendor audits were deemed sufficient.

Inspection of Environmental Monitoring Stations The inspector examined all of the air monitoring stations and observed that at all stations it appeared that the filters were not adequately protected from adverse weather conditions. A licensee representative explained that recently installed quick disconnect filter holders were longer than antici-pated and that modifications to the enclosures would be completed by August 1980. At air monitoring station number three, the unit was out of service for lack of power. The inspector was informed by a licensee representative that the buried power cable had been destroyed by recent construction in the area. Power was restored to the unit during the inspection. The inspector observed the sampling at all well sites and four of five surface water sites. Although there were some minor operational problems encountered, the sampling appeared to be consistent with license requirements.

The inspector observed the collection of three fallout samples and subsequent chemical preparations.

It was noted during the inspection that the general maintenance and repair 1

of the air monitoring stations seemed marginal. Air flow adjustments could not be properly made in some cases, and motor maintenance was difficult in other cases. A licensee representative stated the units would be properly maintained and clearly marked in the future. This is an open item (80-06-03).

Review of Environmental Monitoring Data The inspector reviewed the Monthly Environmental Reports for CY79 with respect to completeness and compliance with the National Pollutant Discharge Elimination System permit.

The sample collection data sheets and records we ;e reviewed for CY79 for air particulate analysis, sediment samples, well water samples, and surface water samples. Some of the sample data sheets appeared to be in need of revision. A licensee representative stated that revision of some of the forms was in progress. The inspector noted that trend analysis of the air particulate data had not been accomplished. A licensee representative stated that some form of graphical analysis would be performed.

Review of Radiological Monitoring Procedures The inspector reviewed Operation Procedures 06-01 through 06-06 pertaining to the Radiological Environmental Monitoring Program. A number of typo-graphical errors and other minor discrepancies were noted. A licensee representative informed the inspector that a major revision of these pro-cedures would shortly be performed.

Implementation of the Radiological Monitoring Program License condition number 39 requires the licensee to perform the environ-mental monitoring program as described in the table attached to the license.

The table requires beta analysis of the air particulate filters. No such analysis had been made. A licensee representative informed the inspector rm

s that a beta analysis of these filters was never intended, and that the table contained a typographical error. The licensee will apply for a license revision to correct the typographical error. This is an unresolved item pending license correction (80-06-02).

License Condition number 39 and the referenced table requires that fish samples be collected from two locations annually. Contrary to the above, no fish samples have been collected since the issuance of the license dated May 24, 1978. This is an item of noncompliance (Deficiency:

80-06-01).
