Dear Mr. Grier:
Based on our review of correspondence concerning the subject docu-ments, including records of discussions held at the plant site, we believe we are meeting our previously stated commitments.
In one year of operation of our Automated Records Management System (ARMS), we have indexed approximately 23,700 documents into our computerized data base and photographed them on mico-fiche for video retrieval. The indexing methods that we use allow a trained user to locato documents by Docunent Type Code, Serial Number, Subject Code, System / Component I.D., Addressee, Originator and numerous Cross References such as Modifications, G.E. SIL's, USNRC Inspection, Bulletin, and Circular numbers.
This comprehensive indexing requires significant trained man-hour expenditures.
Because this $1,200,000 system was placed into effect in order to satisfy specific NRC requirements, and in addition modernize our management methods, we are concerned that it be implemented properly. The Authority is therefore requesting that the Director of Nuclear Reactor Regulation relax the requirements that full compliance in loss than five years be achieved.

Building. This building is of concrete and steel construction, has a filt5 red ventilation system, and has installed fire protection systems.
Should this re-laxation not be granted, we would propose to expedite this program, as requested by the referenced letter.
We estimate that we can place these records into our ARMS within three years with the addition of temporary personnel not fully trained in system descriptions, plant nomenclatures, etc. Carrying out the task in this time frame will result in minimum indexing as the documents will be indexed by file drawer and folder only.
In order to locate a document within the system, a user will be required to review the brief index contained in our ARMS System and then search through the appropriate microfiche (s) on a frame-by-frame basis.

This is a several hundred thousand dollar project in addition to the monies already expended to fulfill the regulatory requirement.
The time for engineering and building this vault would approach at least one year considering weather conditions in this area. The primary reason for establishing a computerized ARFIS System, with duplicate records, was to negate the requirements for building this vault.
In summary, we request that further communication be held in abeyance regarding this subject until we receive a determination from the Director of Nuclear Reactor Regulation regarding our proposed five-year schedule as ref-crenced in our letter JAFP-79-319, dated June 22, 1979. This will result in a more effective system fully in compliance with regulatory requirements.
