This refers to the investigation conducted by Mr. E. Woltner of this
office on March 5-7 and March 19-20, 1980 at the Pilgrim Nuclear Power
Station, Unit 1, of activities authorized by NRC License No. DPR-35 and
to the discussions of our findings held by Mr. Woltner with Mr. P. J.
McGuire and other members of your staff at the conclusion of the investigation,
and to a subsequent telephone discussion between Mr. J. Joyner of this
office and Mr. Andognini on April 18, 1980 during which you confirmed
that the report contains no information considered by Boston Edison as
proprietary.
Areas examined during this investigation are described in the Office of
Inspection and Enforcement Investigation Report which is enclosed with
this letter. Within these areas, the investigation consisted of selective
examinations of procedures and representative records, interviows with
personnel, and observations by the inspector.
Within the scope of this investigation no items of noncompliance were
observed.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part
2, Title 10, Code of Federal Regulations, a copy of this letter and the
enclosed investigation report will be placed in the NRC's Public Document
Room.
