Acting Director DSE SUBJECTr DSE RESEARCH NEEDS, FY '81 AND '82 In order to assist your planning and budget process, DSE has identified research needs for which we are seeking RES support. Many of these research projects are already undemay but some will require the preparation of new user need requests. The projects have been segregated into two categories, Site Analysis (Attachment 1) and Environmental Technology (Attachment 2),

and assigned priorities according to the following criterlat Category At

- The project will resolve an unresolved safety issue (identified and in the system)

- The proposed itsearch is critical to an identified licensing action

- The research relates to an imminent hazard to public health, safety, or the environment.

- The research is critical to DSE emergency response capability

- The research is essential to maintain the independent evaluation capability of the staff

- The research offers a high assurance that significant procedural i

improvements will accrue thus producing significant reduction in staff resources required per review.

- Those category B issues that have been deferred for several years, are still important, and whose continued postponement will result in gradual erosion of staff capability lO '

- Research that will significantly irmrove the technical bases for safety and NEPA reviews on issues that are important but not yet critical

- Research that has a high potential for producing savings in staff resources required for routine reviews.

- Research that offers generic resolution of frequently encountered issues

- Safety issues that are important but whose resolution is deferable in order to accocuodate more urgent work Category C

- Research support primarily to maintain experts to assist NRC staff

- Research to disclose and understand phenomena in anticipation of need for the results of the proposed research

- Those issues for which errors in assessment are not expected to have severe impacts on public health, safety or the environment Even though NRR has undergone major reorganization, the need for these identified research projects will be unchanged.

Some of the NRR Branches identified as cognizants may soon be functioning within a different management framework, and the working arrangements between specific individuals may require readjustment.

In rqy judgement, however. It is important that topical research needs be identified, prioritized, and sont to you in time for the budget process even though details of institutional organization are temporarily unresolved.

I am pleased to continue working closely with RES by providing this statement of prioritized information needs.
