Dear Mr. Arnold:
We have reviewed the results of your analyses concerning uneven drawdown of the sodium thiosulfate and sodium hydroxide banks of the Three Mile Island, Unit No.1 (TMI-1) containn:ent bui.1 ding spray system. As a result of our review and in light of recent tests at other facilities having similar spray additive systems as yours, reasonable assurance has not been provided that the proper solution concentration will be main-tained for removal of iodine (I 131) in the containment in the event of the design basis accident (DBA).
The lack of assurance is due to the utilization of sodium thiosulfate buffered with sodium hydroxide for which the solution concentration cannot be controlled within the narrow range of permissible concentration at the containment spray header during drawdown.
~ Therefore, we conclude that an extensive series of tests would be required to demonstrate that the present system is capable of performing its design function and that there is a considerable liklihood that the tests would not provide the required results. An alternative is to demonstrate that operation with sodium hydroxide alone is acceptable.
If this alternative is chosen, it should be shown to be acceptable using the guidance in Enclosure 1.
It is requested that you inform us within twenty (20) days of the receipt of this letter of your approach and schedule for resolving this issue. This matter should be resolved prior to restart of the reactor.

CONTAINMENT' SPRAY EVALUATION Assumption: - The reactor building spray system modified by deleting the sodium thiosulfate while retaining the sodium hydroxide.
a.=1 Assure adequate system configuration and concentration at the holdup. tanks so that the Ph of 8.5-to 11 exists at the spray nozzels and that the long-term sump solution (after mixing) will be above 8.0.

determine the iodine removal effectiveness of the spray using the evaluation methods described in NUREG-CR-0009, demonstrate that offsite doses for the design basis accident c.
will be within the 10 CFR 100 guidelines based on the calculated iodine reduction.
