Oestmann of this office on December 19-21, 1979, of activities .:t Prairie Island Nuclear Generating Plant, Units I and 2, authorized b'; NRC Operating Licenses No. DPR-42 and No. DPR-60 and to the discussion of our findit.gs with Mr. Tierney and others of your staf f at your plant on De cember 20, 1979, and with Mr. E. Ward at your corporate office on December 21, 1979, at the conclusion of the inspection. The enclosed copy of our inspection report identifies areas examined during the inspection. Within these areas, the inspection consisted of a selective examination of procedures and representative records, observations, and interviews with personnel. ' During this inspection, certain of your activities appeared to be in non- compliance with NRC requirements, as described in the er. closed Appendix A. Your Environmental Event Report (EER-79-09) for the item identified in 1 Appendix A revealed the cause of the event, and our subsequent inspection i showed that action had been taken to correct the identified noncompliance and to prevent recurrence. Consequently, no reply to this item is required j and we have no further questions regarding this matter at this t.ime. In reference to the confirmatory measurements program discussed in Para- graph 5 of this inspection report, we are concerned that. your results for xenon-133 in the gas sample were nearly ten times lower than those of the NRC Reference Laboratory. As a result, you could have underestimated the release of this nuclide by approximately a factor of ten during the time of , the comparison. Preliminary results (to be reported in a subsequent in- sp-ction report) of the gas sample taken during this inspection, however, were found to be in agreement. We are uncertain whether the agreement on' i the present sample comparison indicates that the problem was corrected as a result of your quality assurance program or other causes. In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and the en- closed inspection report will be placed in the NRC's Public Document Room, except as follows. If this report contains information.that you or your contractors believe to be proprietary, you must apply in writing to this office, within twenty days of your receipt of. this letter, to withhold such information from public disclosure. The application must include a full statement of the reasons for which the information is considered proprietary, and should be prepared so that proprietary information identified in the application is contained in an enclosure to the application.
