This is in regard to the Combustion-Engineering Power Systems (C-EPS),
Cocustion Engineering, Inc., request in your behalf for an approved i
route to be used for a shipment of spent fuel as contained in the C-EPS

letter of December 3,1979.
l We have detennined that the " Primary Routing" as submitted in Attachment 1 to the C-EPS letter of December 3,1979, passes through urbanized areas

and thus does not meet the requirements pr 10 crn rart ro.s7( )(o).
t Accordingly, in view of the existence of an acceptable alternative route, the use of this route is disapproved.

The " Alternative Routing" as submitted in Attachment 2 of the C-EPS letter I
of December 3,1979 is judged to meet the regulatory requirements in r
b accordance with 10 CFR Part 73.37 and accordingly is approved except as modified en page 10 of the enclosure. The route overview (strip map),
enclosure to this letter, has been prepared to reflect this change.

Please note that assuring highway safety is the responsibility of the

licensee and carrier and our approval is not intended to provide relief i
in this regard. Furthermore, the approval does not guarantee that there will be no local or state legislation appifcable to the route that F
restricts or prohibits the movement of radioactive material.
