In response to your letter of April 4,1973, we have taken the I

following positions concerning the Technical Specifications for Units 2 l

and 3:

l Item 14 Specification 6.1.1.6.b Our criterion for senior licensed operators (SLO) is that, for any station with more than one reactor containing fuel, the number of senior licensed operators onsite at all times shall not be less than the number of control rooms from which the fueled units are monitored. One licensed operator per unit shall be in the control room for that unit. At no time will the shif t crew be less than three persons per unit."

Item 15_ Specification 6.1.1.6.e This specification is acceptable as stated in Revision 24, i.e.

"At least one operator per shift will have sufficient training to i

perform routine health physics requirements."

Item 16 Proposed Specification 6.1.1.6.f In previous discussions on minimum shift staffing, we have stated the AEC position for 2-unit and 3-unit operation, i.e. 8 and 12 operators respectively. Table 6.1-1 of your Technical Specifications, as presently worded, takes credit for an operational computer by requiring one less operator in each case. Therefore, the following new specification is required:

"f.

If the computer for a reactor is inoperable for more than eight 1

(8) hours, an additional operator shall be called in to supplement the shift crew."
