Re: Oconee Nuc ion - Units 2 and 3 Docket Nos d -287 Provisional Construction Permits CPPR-34 and -35 Application for Renewal of Construction Permits

Dear Mr. Giambusso:

We hereby apply for an extension of time for completion of Oconee Nuclear Station Units 2 and 3 as covered by Provisional Construction Permits CPPR-34 and CPPR-35, respectively.

The original construction permit for Unit 2 called for completion of that unit by Febrt.ary 28, 1972. This date was extended to February 28, 1973 by your order dated March 1, 1972, and subsequently extended to September 1, 1973 by your order dated February 28, 1973. As mentioned in our letter of January 25, 1972 and again on January 25, 1973, delays have been caused by late delivery of major reactor coolant system components and diversion of construction forces from Unit 2 to Unit 1 and solving problems oc-casioned by the lateness of that unit.

In addition to these delays, modifications to the Unit 2 reactor vessel interr 21s have extended the anticipated construction completion date. We now expect that the facility will be ready for fuel loading about September 2,1973. We hereby request that the latest completion date specified in Construction Permit CPPR-34 be extended from September 1, 1973 to October 1, 1973.

Completion of Unit 3 has been delayed for reasons similar to those causing the delay of Units 1 and 2 for which extensions of time have been granted.

The original permit for Unit 3 called for completion of that unit by August 1, 1973, and there have been no subsequent time extensions for this unit. We have been delayed in completing this Oconee unit principally because of late delivery of reactor system components, and the difficulties encountered in the completion of the preoperational test programs for Units 1 and 2.

The diversion of men and material from Unit 3 to Units 1 and 2 requires that we seek an extension of time for completion of 1

A11esing for only normal contingencies, we now realistically expect to be ready to load fuel in Unit 3 during May, 1974. We hereby request that the latest completion date specified in Construction Permit CPPR-35 be extended from August 1, 1973 to June 30, 1974. As required by Section 2.101 of the Commission's regulations, a copy of this request for an extension of tila for completion of Oconee Nuclear Station Units 2 and 3 is being served on Mr. Reese A. Hubbard, County Supervisor of Oconee Co r.ny, South Carolina, the county in which the facility is located.
