Dear Mr. Moseley:
At Oconee Nuclear Station, Unit 1, on February 8,1974, during the process of obtaining a gas sample from the letdown storage tank, several radiation monitor alarms ware activated. Unit 1 was operating at full power at the time of the incident.
The purpose of this letter is to provide you with information with regard to this incident.
An investigation of the incident has indicated that some quantity of the gas being sampled was released to the Auxiliary Building atmosphere and to the environment via the Unit 1 and Unit 2 unit vents. Available information indicates that the actual release rate was less than one-eighth of the allowable release rate established by Technical Specifi-cation 3.10.3.
Further, calculations have shown that if all the activity which exited the letdown storage tank during the sampling interval had been released.co the environment, the maximum possible release rate would have been less than one-half the Technical Specification 3.10.3 limit.
At no time during the incident were the health and safety of station personnel or the general public endangered. We are, however, continuing to evaluate the cause of the incident and action will be taken as necessary to prevent any recurrence.
