Dear Mr. Moseley:

This letter is to report an unexpected level of radioactivity in the Component Cooling System of the Oconee Nuclear Station, Unit 1.

Radiochemical tests conducted prior to criticality and'during escalation to 75 percent of full power indicated no activity in the component Cooling System.

In late June 1973, activity in the system was found to The activity level returned to normal bac,.be twice normal background.

In mid July 1973, system activity again exceeded twice background level and has since remained

Since the discovery of the activity, a high pressure injection and component cooling leak test has been performed. Due to the small leakage rate and the inability to fully separate Units 1 and 2, the

.results of the test were inconclusive. The most likely place for a leak to exist is in the reactor coolant pump seal heat exchangers or the. letdown coolers.

EmMnchemistry has been closely monitored since detection and gamma spectrum analyses have shown only long-lived fission products.

The

.setivity is independent of reactor power level. Boric acid has not been

. detected in the Component Cooling System.

The. low. level of activity in the system in no way hinders the operation of.the~. plant or its components.

Isolation of the Component Cooling System at the reactor building is not in,21 red by this level of

.ctivity.
