Dear Mr. Rusche:
Facility Operating Licenses DPR-38, -47, and -55 authorize the operation of the Oconee Nuclear Station, Units 1, 2, and 3 respectively.
In each of these licenses, Conditions 2B, 2C, and 2D state:
B.
Pursuant to the Act and 10 CFR Parts 30, 40 and 70, to receive, possess, and use at any time any byproduct, source and special nuclear material as reactor fuel, sealed neutron sources for reactor startup, sealed sources for reactor instrumentation and radiation monitoring equipment calibration, and as fission detectors in amounts as required for reactor operation; C.
Pursuant to the Act and 10 CFR Part 30 to receive, possess and use at any time 100 millicuries each of any byproduct material without restriction to chemical or physical form, for sample analysis or instrument calibra-tion; D.
Pursuant to the Act and 10 CFR Parts 40 and 7t to receive, possess and use at any time 100 milligrams each of any source or special nuclear material without restriction to chemical or physical form, for sample analysis or instrument calibration; and These provisions of the operating licenses necessitate the acquisition of separate licenses for any byproduct, source and special nuclear material necessary for the operation of the station but not falling within the speci-fled amounts or designated uses of the existing licenses.
It is considered that the equipment and facilities at Oconee Nuclear Station are adequate:
that personnel are qualified by training and experience; and that administra-tive procedures, record keeping, material control and accounting control have been established,to use any byproduct, source and special nuclear material necessary for the operation of the station in such a canner as to protect the health and minimize danger to life and property.

'O'ctobsr 13, 1976 It is requested, pursuant to the provisions of 10CFR50 550.90 that an amendment to the Oconee Nuclear Station Facility Operating Licenses be approved permitting the receipt, acquisition, possession, use, transfer, and import of any byproduct, source and special nuclear material, without restriction to chemical or physical form, in amounts necessary for the operation and maintenance of the facility.
The amendment will replace Conditions 2B, 2C, and 2D with the proposed Condition 2B and change Condition 2E to Condition 2C as indicated on the attached replace-ment page.
