Inspection on August 28-30,1979 (Report tio. 99990005/79-09)

The purpose of this special inspection, which involved one inspector on-site for two and seven-eighth's days, was to confirm that shipments by truck arriving at flEC0's Beatty facility were in compliance with flRC and D0T regulations.

Radiation level measurements, checks for removable contamination and visual checks for proper placarding, labeling and packaging were conducted on 11 trucks that arrived at the site during the inspection.

No violations of fiRC and D0T requirements or good health physics practices were noted during the inspection.

Each truck that arrived at the site was designated as an " Exclusive Use Vehicle." Eight of the 11 trucks carried very low level depleted uranium mixed in soil from Chino, California. The trucks were calked

and sealed so that none of the loose soil could leak out. 14any more shipments of this depleted uranium soil mixture (spent U-238 ordnance) are expected.

Report Details Eleven trucks arrived at the site during the inspection.

Each truck was designated as an " Exclusive use Venich." Eight of the 11' trucks carriad very los level depleted uranium mixed in soil from an ordnance test range in Chino, California.

Tne contaminated soil originated from the test firing of uranium tipped ordnance tnrough targets into earth berm shielding. The earth berms are now being dismantled, and the contaminated soil is shipped to Beatty via calked and sealed dump trucks.

External surface measurements and dose rate measurements at six feet from the trucks were made with a Minimonitor II (G-M Type) meter with !!RC !!o. 000358.

No significantreadingsabpvebackgroundwerenotedaroundtheseeighttrucks. Wipes were taken on each dump trailer where the soil is released.

of approximately 300 cm A preliminary check made with NRC instrument No. 004280, a Technical Associates Model PUG 1 AB fitted with a P-ll pancake probe, showed no significant removable contamination above background. The wipes were again counted on Region V's NMC PC-55 gas flow proportional counter with the same results. A visual check of the trucks indicated that the calking and the plastic covered plywood top seals were retaining the contaminated soil without leaking.

As many as 60 more truck loads of material are expected. Because the paperwork for each of the eight trucks is identical (except for minor differences in weight), the documents accompanying Truck No. 2 are included as Annex A to demonstrate compliance with Federal and State of Nevada requirements.

In the order-of appearance during the inspection, the trucks carrying the contaminated soil were Nos. 1, 2, 3, 6, 7, 8, 9 and 10.

Three trucks (with the same drivers) were attempting to make daily round trips from Chino, California to Beatty, Nevada. Because of mechanical problems, one truck was not able to meet the schedule on August 29, 1979. The problem was repaired, and the truck appeared at the site the next morning.

Truck No. 4 (Tri-State No.135) arrived at approximately 8:00 a.m. August 29', 1979 loaded with fourteen 17H, 55-gallon drums in an L-3 overpack. The shipment was Type "A".

The L-3 cask was used only as shielding to reduce the external radiation levels from the 55-gallon drums. The shipment, originating at the Cooper Nuclear Station in Brownville, Nebraska (See Annex B), contained both Co-60 and Cs-137.

Because both of these isotopes are strong gamma emitters, some extra shielding was desirable.

The survey procedure outlined for Truck No.1 was redone with the same instruments.

A high reading of.5 mR/hr at contact with the overpack was observed. This-reading agreed well with those obtained by the NEC0 RSO at the disposal site (SeeAnnexC).

However, the reading was much less than those observed on the

. " Radioactive Waste Shipment and Disposal Forn" because of the shielding effect of the L-3 overpack. The maximum reading at six feet was less than.1 mR/hr.

All readings inside the cab were at background. The trailer and cab were resurveyed after unloading. All readings were at background.

Truck No. 5 (Heavy Transport No.198) arrived at approximately 9:00 a.m.

August 29, 1979 loaded with nine boxes and three steel drums containing 183 mci of Cs-137 and Sr-90 from Energy Systems Group, Canoga Park, California (See Annex D). The survey procedure outlined for Truck No.1 was again followed.

A high reading of 50 mR/hr was noted at contact with the outside of the enclosed trailer. A maxinum reading of 5 mR/hr was observed at six feet. All readings inside the truck cab were at background. Wire tests of representative containers unc cn= exic survey of tne empty truck again snowed no significant activicy. All readings agreed well with the survey results of the NECO RSO (See Annex E),

again, because of shielding, placing the hotter drums toward the inside, etc.,

the results did net agree with the survey results on the " Radioactive Waste Shipment and Disposal Form."

Truck No.11 (Tri-State No.1993) arrived in the early afternoon of August 30, 1979 loaded with six wood boxes and 57, 55-gallon drums containing mainly LSA concentrations of U-238, U-235, Th-232, Co-60 and Cs-137 from General Atomic, San Diego. This truck, which was not acccmpanied by the certifications required by the State of Nevada, was held up at the gate until the document was teletyped to the site. After the document was received, the truck was processed normally.

Again, the survey procedure outlined for Truck No.1 was followed. A maximun of 9 nR/hr was noted at contact with the enclosed trailer.

A maximum reading of

.2 mR/hr was observed at six feet from the trailer. These readings agreed well with those obtained by the NEC0 RSO (See Annex F). Uipe tests of representative packages and the exit survey of the empty truck showed no significant contamination.
