Dear Mr. Brodie:
We have received a copy of your August 6,1979 letter to the Governor of Oregon, relating your experience at the Trojan Nuclear Plant when you were denied access to the facility after you had refused to provide your phone number and employer's name. The plant security force was applying the requirements of Federal law in the Code of Federal Regulations,' Chapter 10, Part 73, Section 73.55(d)(6) (cited as 10 CFR 73.55(d)(6)) which states that " Individuals not authorized by the licensee to enter protected areas.....shall be required to register his name, date, time, purpose of visit and employment affiliation, citizenship, and name of the individual to be visited." 10 CFR 73.55(d)(1) also requires routine identification of persons entering the plant. Requesting a phone number is a recognized method of validating identity.
You stated that you thought the receptionist's supervisor, Mr. Robert Dent, lied when he told you that the " Trojan Security Plan" was not available.
The provisions of 10 CFR 2.790(d)(1) state that the licensee's detailed security measures for the physical protection of a licensed facility are exempt from public disclosure. The site security plan is, under law, considered a confidential document. Mr. Dent was, therefore, correct in denying you access to the Trojan Security Plan.
