I enclose a copy of a letter I have just irritten to the Sovernor of the S cte of Cre;cn.

I believe that my civil rights uere infringed upon by bein refused ad=1ssion to a tour of the Trojan I;uclear Tower 21 ant in Acinier,Cre;cn.

I rould veicore a rational and reasenf.21e e:=lan:rion of the re;ulations purported to be required by your anency. I believe that if your re wlaticas do in fact require irrelevant information cs : condition of entrance to this public f acility, then it is in conflict with the yourth A-'cndment of the U3 Constitution.

Dear Governor Atiyeh:

117 wife and I and our three children just returried from our first family vacation in Oregon - what a wonderful state you have and how friendly we found everyone! It was indeed a great pleasure to

-travel over 2200 miles by train and automobile in eight days.~ And, I'm sure we only scratched tne surface!

We found that the State of Cregon official highway r.e.o vas indeed most useful in coverin; our travels from Portland,The Dalles, Salem,Tillamock, Astoria, Coos Bay, Grancs Pass, Xiamath Falls and Crater Lahe-Ue did get lost once in the diskiyou National Forest and wound up near the top of Iron Mountain - but luckily a forest ranger ::=e on the scene and re-directed us.

We were particularly impressed with the clean hir.h. mays and we applaud the Oregon State Legislature for having passed legislation corscerning return deposits on bottles and cans. This would certainly help here in California!

We did exnerience one annoying incident and I hooe in writEng you withthe details that you, through your position as Governor, can correct what I believe is both an annoying situation and probably illegal one too.

On July 24th,1979, ve sto oed at the Trojan Nucicar Power Plant at Rainier on Ei;huay 30. Uc went to the reception desk to si;pn up for the plant tour.

It was c=plained to us that we had to leave all items such as pochet knives, ccser:3, purses in our car and that we would haxe to carry a suitable identification card such as a driser's license to show to a cuard.

He were also told that we would be subject to a metal detecto:- test, an explosive device detector test and a hands-on body search.

We were asked to com 1cte a rer,istration card listirr; name,4ddress, Nnhone number, citi=enship and employer (nace). When I declined to state my c=ployer and e; -hone number, I uss told that I would not be allowed to go on

< the tour. I asked for an explanation of why =y employer and > hone nuciber were f relevant to bein ; elii;ible to no on the tour..The answer I g,ot was "It was y required b; the regulations" I ashed to speak to the receptionist's supervisor,

$ and eventuall: a Mr. Robert Dent appeared. I again asked the relevance of statin; =y employer and phonc nu=ber and I stated that I felt th:t the detector ce:rches were quite proper and reasonable. Mr. Dent claimed that the completion I of the tour re ;istr: tion ecrd and the en.loyer infor=ation and phone number were required by Federal reculations. Hr also refused to let my family and me so on the tour; he c1ci=ed that "lotsc of people put their occupations for ex:nale 'heuseuife' and he asked if I was asif-employed". I said no to that.

I asked to see a copy of the regulations and he said that he did not have : cony of them to show me.

He seid I could go to fortland to the Federal Buildin;.

He lef t and returned with his business card and the details of the relevant regulations ( copy of his card enclosed). Uhat I wendered was - if he didn't have the regulations available - how was he able to be so precise with the M

" Trojan Security Plan" was also not available. I think he lied.

Mr. Dent also attempted to justify the need to know my employer name by claiming that "I might be employed in a nuclear related field". I stated that [

I was not involved in any related field.

I believe that this incident and the refusal to admit my family and myself was an infringement of my civil richts in not being able to tour a 2.ublic facility regulated by State and Federal agencies. I recall asking Mr.

Dent if the facility was a erivate notablishment and his answer was that it was not.

For your infor=ation, I am enclosing a copy of one of the registration tickets, on the back of which there is printed the vihue and I believe largely irrelevant information concerning the justification for " rigid regulations being required by the US Nuclear Regulatory Commission".

I hope that you will investigate the above situation and corroborate what I have stated and have this situation recedied so that " big brother" techniques are not allowed to permeate our American way of life.
