Dear Mrs. Drey:

This is in response to your letter of February 28, 1979, regarding liquid effluents from the Combustion Engineering uranium fuel fabrication plant in !!ematite, Missouri.

With respect to your concerns, Section 20.106 of 10 CFR Part 20 limits the annual average concentration of liquid effluents to unrestricted areas to the values sgecified in Appendix B. Table 11.

The proper values are 3 x 10 oCi/ml (30,000 pCi/1) for 5

the alpha emitters and 2 x 10 xCi/ml (20,000 pCi/1) for t*-

t beta emitters, determined in accordance with Appendix B, Note 3.a.

The use of these values in controlling release concentrations is described on Page 3-9 of the Environmental Impact Appraisal we sent you on November 24, 1978.

As required by 10 CFR 70.59, Combustion Engineering reported to the NRC the quantity of uranium released to unrestricted areas during 1978.

By our calculation, using the reported data, the annual average concen-tration of liquid eff1 gents was 0.2 percent of the most restrictive concentration (2 x 10 suci/ml) determined in accordance with Appendix B, Note 3.a.

Effluents of that magnitude do not warrant NRC actions over and above the NRC's continuing periodic review of Combustion Engineering's effluent and environmental monitoring
