Yarway Corporation Docket No. 99900340/80-01 NOTICE OF DEVIATION Based on the results of an NRC inspection emnducted on April 22-24, 1980, it appears that certain of your activities were not conducted in accordance with NRC requirements as indicated below:
Criterion V of Appendix B to 10 CFR 50 and paragraph NCA 4134.5 of Section III to the ASME Code states:
" Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings, of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, or drawings.
Instructions, procedures, or drawings shall include appropriate quantitative or qualitative acceptance criteria for determining that important activities have been satisfactorily accomplished." Deviations from these requirements are as follows-l Paragraph 7.0 of the ASME accepted Quality Assurance Manual states in part, "All non-destructive examination personnel and procedures, both vendor and Yarway, require qualification to the applicable supplement of SNT-TC-1A in accordance with Section III, Division 1 of the ASME Code.
Paragraph NB-2545 of Section III of the ASME code states in part, "The pro-cedure for magnetic particle examination shall be in accordance with the methods of Article 7 of Section V.
Paragraph T-732 of Section V of the ASME Code states in part.
" Examination procedures shall be based on the following information:
(a) The materials, shapes, or sizes to be examined, and the extent. of the extent of the examination; (b) Magnetization techniques to be used; (c) Equipment to be used for magnetization; (d) Surface preparation (finishing and cleaning);
(e) Type of ferromagnetic particles to be used; manufacture, color wet, or dry, etc.;
(f) Magnetization currents (type and amperage) 4 (g) Demagnetization.
Contrary to these requirements Yarway Corporation's Quality Assurance Instruc-tion 100-021-002 for magnetic particle inspection does not include items (a),
(c), (d), (e), (f), and (g) of paragraph T-732.
