Dear Mr. Darmitzel:
On September 27, 1979 the NRC staff issued its position regarding the proper geologic and seismic design bases for the General Electric Test Reactor (GETR).
In that report the staff stated that a surface offset of two and a half meters could occur beneath the GETR and specified maximum vibratory ground motion in terms of acceleration peaks at the free field surface.
Based on our review of additional information regarding thi subject, including probability analyses, the staff is modifying its previous p _ition as discussed in the enclosed Safety Evaluation. The staff now concludes that a surface offset of one meter beneath the GETR is an appropriate design basis and maximum vibratory ground motior.S are specified in terms of acceleration values anchoring the Regula-tory Guide 1.60 response spectra. The design bases specified by the staff are summarized on Section C, page 2 of the enclosed evaluation.
As noted in Section C we must complete our review of the reports recently submitted before we can make a judgment on the adequacy of the modified GETR's seismic design.
Based on the results of that review additional structural analysis may be necessary.
Also, as noted in Section A, you must provide the results of your landslide investi-gation before we can complete our review of the GETR geologic and seismic design bases. You are requested to provid your schedule for submitting these results.
