Dear Mr. Miller:

On Wednesday, May 28, 1980, the Public Service Company of Colorado became aware of the existence of a letter dated May 7,1980 from Mr.

Darrell Eisenhut, Director Division of Licensing, to all operating reactor licensees.

This letter had never been received by PSC. We are presently in receipt of a copy of this letter provided to us by a consultant.

Upon reviewing the letter and noting its specific reference to Fort St. Vrain, and the requirements for responding within 30 days, Jack Reesy of PSC contacted Mr. George Kuzcymz of your staff concerning this apparent oversite on the commissions part in sending us this letter. Mr. Kuzcymz indicated an awareness of the May 7,1980 and the March 28,1980 letters referenced in the May 7,1980 letter and an April 25,1980 letter that had not been forwarded to PSC.

Mr. Kuzcymz indicated that we are to take no immediate action on any of these letters until they are transmitted officially to us by the NRC.

This letter is to document our understanding of the conversation
