Dear Mr. O'Reilly:
Brunswick Steam Electric Plant has received IE Inspection Report 50-325/80-5 and 50-324/80-5 and finds that it does not contain any information of a pro-prietary nature.
The item identified one item which appeared to be in noncompliance with NRC requirements. This item and Carolina Power & Light Company's response are addressed in the following text:

As required by 10CFR50, Appendix B, Section V, activities affecting quality shall be prescribed by documented instructions and procedures of a type appro-priate to the circumstances. ANSI N18.7-1972, as committed to by the Carolina Power and Light Company Quality Assurance Program, requires in Section 5.2.7 that maintenance of equipment shall he performed in accordance with written procedures.
t Contrary to the above, maintenance was performed on November 29, 1979, during which a flexible conduit to flow switch Ell-FSL-N021A was replaced without an adequate procedure. During the replacement a disconnected energized lead came in contact with the switch case resulting in a power failure to Division II of RHR logic.

An investigation was conducted in an attempt to determine the basic cause of this infraction. Since this maintenance action was considered within the normal skills of a maintenance technician, step-by-step written instructions were not provided. He was provided a trouble ticket identifying the problem with permission to correct it.
As a result of the investigation, the technician was determined to be in vio-lation of Brunswick Steam Electric Plant Safety Rules in that the electrical circuit was not placed under clearance prior to performing maintenance. All I6C and Electrical personnel have received retraining on the necessity of taking clearances to de-energize circuits when possible, prior to performing maintenance.
Electrical safety to personnel and equipment and the need to have appropriate procedures when performing maintenance on equipment are and will be continuing subjects for formal technician training.
Presently, all existing preventive and recurring corrective maintenance procedures are being rewritten to gain compliance.
Full compliance with ANSI N18.7-1976 as committed to by the Brunswick Steam Electric Plant will be May 31, 1980.
