Gentlemen:
This refers, to the inspection conducted by Mr. R. A. Caldwell and C. Abigail
Evans on April 2-3, 1980, of activities authorized by NRC Lietuse No. DPR-34.
The area an mined during this inspection was your program-for protecting
against industrial sabotage and safeguarding special nuclear ma:erial pursuant
to applicable provisions of 10 CFR 50, " Licensing of Production and Utilization
Facilities"; and Part 73, " Physical Protection of Plants and Ma erials."
Within this area, the inspection consisted of selective examinstions
of procedures and records, interviews with personnel, observat.ons by the
inspectors, and a review of the industrial security plan for the Forr St. Vrain
Generating Stativa.
No items of noncompliance with NRC requirements were identified within the
scope of this inspection.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, documentation of findings of your
control and accounting procedures for safeguarding special nuclear materials
and your facility security procedures are exempt from disclosure; therefore,
the inspection report will not be placed in the Public Document Room and
will receive limited distribution.
