Dear Mr. Keppler:
Reference (b) provided our response to an item of noncompliance identified in the subject Inspection Report, which was transmitted by Reference (a).
Since this item of noncompliance was a repetitive event, this letter is to emphasize the corrective actions taken to prevent recurrence.
Following cleanup of the areas where evidence of eating, drinking and smoking was found, patrols were instituted by management, supervisors, and the guard force in an attempt to determine the individuals involved.
Two individuals, employed by contractors, were found violating the NRC Radiation Protection Rules by smoking or carrying food in controlled areas.
One of the individuals was discharged.
On January 16, 1980, a meeting was held with all contractors' ma'nagement by Commonwealth Edison construction supervision and the station management regarding violation of station procedures.
The events leading to the infraction were discussed, and the contractors were informed that contractor supervisors and foremen are responsible for insuring that employes understand and comply with the Radiation Protection Rules, that employment of individuals found disregarding these BMR 2 61986 i

We believe that full compliance has been-achieved at this time and that the actions taken wil] prevent future occurrences.
