Supplemental Response to Interrogatory 8 Due to changes in the response speccra widening as described in Licensee's response dated December 21, 1979 to NRC Questions 20 and 21 of October 2,1979, the analyses referred to in our previous response dated August 20, 1979 to this Interrogatory are no longer complete. Any additional changes in response spectra may require further reviews of equipment seismic qualification.

Augus t 1,19 79 Mr. Broehl reported that Company representatives had met with Bechtel and the NRC in San Francisco to answer the last s ignif icant list of questions raised by the NRC over the proposed design to repair the Trojan control room wall.
A hearing on the repair design had been scheduled to commence on Cetoter 10, 1979.
If the currently proposed design is approved, very little extra shutdown time will be required to implement it.

t Supplemental Response to Interrogatory 2 The only subcontractor chosen to date is Pettijohn Engineering, Portland, Oregon, to perform surveying work.

Supplemental Response to Interrogatory 41 Licensee's response dated March 1,1979 to this Interrogatory incorrectly described the ladder with safety cage and steel plat-form as providing access to the Turbine Building roof.
The subject ladder and platform do not lead to the roof but do serve the Turbine Building crane.

Interrogatory 19
" Provide timelines for performance of the following tasks 1-2 outlined in PGE 1020.
Include seperate [ sic] time-line for installation of steel plates as outlined in Responses to NRC Questions Raised During the June 13-14 Visit."
Supplemental Response to Interrogatory 19 The attached time line chart (Figure 19-2) provides our current esti-mate of time for various activities within the modification program.
As stated in Licensee's previous response dated September 17, 1979 to this Interrogatory and as indicated in PGE-1020, the construction sequence may be altered.
This time lines chart does not reflect all of the conditions proposed by the NRC Staff in the February 14, 1980 Safety Evaluation Report.

d PURPOSE All individuals requiring unescorted access to the Trojan Plant will receive training in the following areas:
Radiation Protection, Prenatal Radiation Exposure, Security, Safety, Emergency Plan Response, Quality Assurance and Fire Protection.
This order details the specific training to be received in each area as well as the frequency of retraining.
In addition, a section on new Trojan PGE employee training is included.
ORDERS All individuals will receive training as described below:
I.
RADIATION PROTECTION A.
All individuals whose job requires access to controlled areas will participate in radiation protection training.
The training will be conducted in two parts.
The first part will consist of a live lecture and/or a video tape presentation.
A written examination will be administered to all persons receiving this training.
A grade of less than 70% will be cause for the employee to receive addi-tional training.
The Training Supervisor will determine the extent and nature of any additional training which is required g.e second part of this training will include the donding and removal of anti-contamination clothing, exiting from a controlled area, personnel frisking techniques, reading dosimeters, recording information on radiation work permits and control of contaminated gear.

B.
All individuals working in or frequenting any portion of a radiologically restricted area will be instructed in the biological risks to embryos or fetuses resulting from prenatal radiation exposure.
The instructions will be presented both orally and in written form.
Each individual will be given an opportunity to ask questions.
C.
Radiation Protection retraining will be conducted yearly for all personnel.
Plant radiation protection and chemistry personnel may be exempted from this training at the discretion of the Radiation Protection Supervisor.
II.
' SECURITY A.
All individuals will participate in a training session on plant security.
A live lecture and/or a video tape presentation may be used for this training.
A written quiz will be administered following the training session.
A grade of less than 70% will be cause for additional instruculon.
The nature and extent of this additional training will be determined by the Training Supervisor.
B.
Security retraining will be conducted yearly.
III.
SAFETY TRAINING All individuals will participate in a training session on plant safety.
A live lecture and/or a video tape presentation may be used for this training.
A written quiz will be ad-ministered following the training session.
A grade of less chan 70% will be cause for additional instruction.
The nature and extent of this additional training will be determined by the Training Supervisor.
Continuing bimonthly safety-related lectures vill be made available to all Trojan PGE employees.
The topics for these lectures will be determined by the plant Safety Coordinator.
IV.
RADIOLOGICAL EMERGENCY RESPONSE PLAN A.
All individuals will participate in a training session on the Trojan Radiological Emergency Response Plan.
A live lecture and/or a video tape presentation may be used for this training.
The training received will stress recogni-tion of alarms and potential problems as well as the individual action for various emergency conditions.
B.
Radiological Emergency Response Plan retraining will be conducted every two years.

QUALITY ASSURANCE A.
All individuals will participate in a Quality Assurance 4
Training Program.
A live lecture and/or a video tape presentation may be used for this training.
The Quality Assurance Supervisor will be responsible for establishing and maintaining the content of this training program.
B.
Quality Assurance retraining will be conducted every two years.
VI.
FIRE PROTECTION TRAINING A.
All individuals will participate in a training session on fire protection.
Instruction will be provided in the proper procedures for fire prevention, for bringing fires under control and in the use of proper evacuation routes.
A live lecture and/or video tape presentation may be used for this training.
B.
Fire protection retraining will be conducted annually.
VII.
NEW TROJAN PCE EMPLOYEE INDOCTRINATION AND TRAINING A.
All full time employees will be trained to the levels described in Sections I through VI of this order.
The Training Section will arrange with the other sections involved to schedule this training.
Completion of the initial training will be recorded on the New Employee Indoctrination Form and in the individual's training record.
This training shall be completed within 120 days of the employee's starting date.
The employee will not be permitted unescorted access to radiological controlled areas until the training described in Sections I,
II and IV have been completed.
B.
In addition to the initial general employee training, each new employee will participate in an indoctrination program.
The intent of this program is to familiarize the employee with the Trojan organization and basic policies.
I Employee Indoctrination Program 1.
The new employee will be instructed to report to Trojan Administrative Supervisor's office.
Upon arrival he will be escorted to meet with his im-mediate supervisor.

Tho Administrative Supervisor will give the employee a "New Employee's Indoctrination Form".
This form lists the various plant personnel who may partici-pate in the employee's indoctrination as well as listing training requirements.
The employee's supervisor should indicate on the form which person-nel the new employee should meet with as part of his indoctrination.
VIII. EXEMPTIONS A.
Employees who hold a current operator's license and who are participating in a retraining program may be exempted from the retraining in Sections I through V of this order.
B.
Individuals who are members of the fire brigade may be exempted from the retraining in Section VI of this order.
IX.
RECORDS A.
The "New Employee's Indoctrination Form" is a working record and will not be retained.
B.
Those' individuals who receive the training listed in Sections I through VI of this order will be issued a blue card certifying the training received.
The card will te signed by a member of the training staff and will litt the individual's name, social security number and. che expiration date.
C.
Those individuals who receive only training listed in Sections II, III, V and VI of this order will be issued a yellow certification card.
D.
A record of the radiological control training will be retained for the life of the facility.
E.
A record of the other training received will be retained for the period of employment of the individual.

record will list the employee's name, social security number, expiration date and will be color-coded as to the color of the certification card issued.
