The following are Licensee's supplemental responses dated February 29, 1980 to Interrogatories dated August 27, 19 " received from the State it of Oregon.

Interrogatory 3 "Please justify in detail the quality and acceptability of the j
transporting equipment including each item in the system such l
as chains, slings, etc. the qualification test procedures and acceptance criteria and when testing will be done.
Also, regard-ing PGE's response to NRC question 1(c) of July 20, 1979, Please state the operators' actual qualifications and the actual extent of supervision during lif ting and transporting the plates."
Supplemental Response to Interrogatory 3 j
In addition to the equipment described in Licensee's previous response to this Interrogatory, "A-frames" will be attached to Plate 8 to prevent it
Supplemental Response to Interrogatory 3 (Continued) from overturning on the Elevation 93-ft. floor of the Turbine Building between the hatchway and the Plate Support Frame.
These frames will be designed with a safety factor of at least 5 to 1, constructed from ASTM A31 Structural Steel, and visually inspected for conformance with design prior to use.

Interrogatory Sa "What are the estimated time intervals between the initiation of the lifts of plates 7 and 8 and completion of attachment of these plates to the wall?"
Supplemental Response to Interrogatory 5a e
The estimated time required to lift, set, weld and grout Plate 7 is 2 weeks and that for Plate 8 is 4 weeks.
These times do not include tensioning the through-bolts to the design torque values.
Licensee's current intent is to tighten the bolts on Plates 1 through 8 to a snug (hand-tight) condition as each is installed and commence the bolt tensioning program after all welding has been completed on Plate 8.
Analyses have demon-strated that bolts in the snug condition are sufficient to secure the plates for seismic loading or loads from a drop of Plates 7 or 8.
The design tension is required only to make the plate functional as a shear resisting element.
