that the RES Office Director, himself, should be pemitted to endorse between 15-30 percent of the NRC research budget.
I agree with the need for RES to have some flexibility to conduct the type of activity indicated in items (1) through (4) on page 2 of the SECY paper. However, i
I believe that 30 percent is excessive. NRC research is pemitted

engineering calculations have hypothesized and to respond to specific requests of our operational offices. To permit close to one-third of our research budget to be used outside of this fundamental requirement riate.
