RES PROPOSED REVISED PROCEDURES FOR ENDORSEMENT OF RES RESEARCH AND FOR PROCESSING RESEARCH REQUESTS Your memorandum dated November 19, 1979 forwarded proposed revised pro-cedures for our review. We provided comments and concurrence on a similar draft on October 11 and our positten remains the same.

NRR agrees that RES should be provided flexibility so that they can sponsor exploratory j

research and other forward-looking research programs on its own initiative.

However, our initial review of the latest draf t indicates that the proposed amount of funding aer project and the the aggregate total of funds for RES endorsed programs las doubled. ALio : nur coinaleon_.r_egarding pruyrau.nai.ic approval on a case by case basis, and regarding document _ation of RES approved grogram re_sults,were not adopted.
