I agree that flexibility should be prcvided so that research requirements.

RES can sponsor exploratory research and other forward-looking research i

procrats on its o,un initiative.

Your accorandua dated Feb'ruary 23, 1979 enciesed a draf Of a ne'.. procedure f

which proposed that RES be given authority to initiate programs that wculd i

not excced 5500,000 each and that the aggregate total of such programs would not exceed 15.per.ent of the research budget.

I believe that this type of an 0ur l

recent review of ycur proposal s'ugtested that' a fhed ::lla obiitation linit i

by fiscal year could be more appropriate for planning ;urrcses rather than a

, ercentage of the RES budget.

In addition, a yearly Co ission Paper su,-

carizing those programs initiated by RES could provide the necessary visibi, lity n

and accountability.

The enclosure prcvides cur sugges ed additions to the previsions of SECY 77-1.303 to inplement these nodificaticas.

ii Your February 23, 1979 nenorandum and draf t procedures risc prc;csed that an " endorsement" would usually apply to a program that is race up of a nu oer of individual projects taken tc;s ner, linile us a_:ree that there are so e prograns such as LOFT to uhich this prograncatic ent0rser:ent could apply, there are other. programs where detailed revie:. at the project level has been appropriate.. Ocsed on cur exparience, us do nt relieve that a ceneral policy of progracriatic approval.:culd be the as arran;ecent at this He will censider progra=atic approval on a casi-:y-:ase basis if I
