8006010271 APPENDIX A NOTICE OF VIOLATION Virginia Electric and Power Company License No. NPF-4 North Anna, Unit 1 Based on the NRC inspection February 11-15, 1980, certain of your activities were apparently not conducted in full compliance with NRC requirements as indi-cated below. These items have been categorized as described in correspondence to you dated December 31, 1974.
As required by Technical Specification 6.10.1.d, records of surveillance activities required by Technical Specifications shall be retained for five years. Further, Technical Specification 4.1.1.1.2 requires that an overall reactivity balance shall be compared to predicted values every 31 effective full power days.
Contrary to the above, the records of Procedure 1-PT-11, " Core Reactivity Balance", performed in the period June 1978 to September 1979 showed a complete lack of correlation between the dates and core exposures entered on the data sheets. Other information available at the station and from station personnel provide confidence that equivalent surveillances were performed at the required frequency and with acceptable results.
This is a deficiency.
