Borgmann Senior Vice President Engineering Services and Electric Production 139 East 4th Street Cincinnati, OH 45201 Gentlemen: This refers to the inspection conducted by Mr. F. Maura of this office on November 14, 16, 1979, January 28-31 and February 1, 1980, of activities at Wm. H. Zimmer Nuclear Power Station authorized by NRC Construction Per- mit No. CPPR-88 and to the discussion of our findings with Mr. Schwiers and others of your staff at the conclusion of the inspection. The enclosed copy of our inspection report identifies areas examined during the inspection. Within these areas, the inspection consisted of a selective examination of procedures and representative records, obser- vations, and interviews with personnel. No items of noncompliance with NRC requirements were identified during the course of this inspection. During this inspection it was found that the settings of certain safety- related relief valves may have been altered during system hydrostatic tests. We request that you provide a response to this office describing those actions taken or planned to verify correct settings for all safety / relief valves in safety-related systems. In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter, the en- closures, and your response to this letter will be placed in the NRC's Public Document Room, except as follows. If the enclosures contain in- formation that you or your contractors believe to be proprietary, you must apply in writing to this office, within twenty days of your receipt of this letter, to withhold such information from public disclosure. The application must include a full statement of the reasons for which the i information is considered proprietary, and should be prepared so that I proprietary information identified in the application is contained in an l enclosure to the application. l l - m
