3004290 TEB 121930 APPENDIX A NOTICE OF VIOLATION Carolina Power and Light Company License Nos. DPR-62 Brunswick Units 1 and 2
& DPR-71 Based on the NRC inspection January 23-25, 1980, certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below. These items have been categorized as described in correspondence to you dated December 31, 1974.
A.
As required by 10 CFR 20.203(f)(1) and (2) each container of licensed material containing quantities greater than those listed in Appendix C of 10 CFR 20 shall bear a durable, clearly visible label identifying the radio-active contents and shall bear the radiation caution symbol and the words
" CAUTION, RADIOACTIVE MATERIAL" or " DANGER RADIOACTIVE MATERIAL". It shall also provide sufficient information to permit individuals handling or using the containers, or working in the vicinity thereof to take precautions to avoid or minimize exposures.
10 CFR 20.203(f)(3) specifies exceptions to the labeling requirements of 10 CFR 20.203(f)(1) and (2).
Contrary to the above, on January 24, 1980, the licensee had not labeled with the appropriate warnings and information, several containers of radio-active material stored in the general area between the plant and the diesel generator building. Radiation levels measured by the inspector indicated that the containers contained quantities of radioactive material in excess of those quantities specified in 10 CFR 20 Appendix C, below which labeling is not required. The exceptions to labeling requirements specified by 10 CFR 20.203(f)(3) did not apply.
This is an infraction.
B.
As required by 10 CFR 20.201(b), each licensee shall make or cause to be made such surveys as may be necessary for him to comply with the regulations f
in 10 CFR 20.
Contrary to the above, on January 25, 1980, the licensee had not performed the surveys necessary to prevent loss of control over two contaminated fire hoses found near the base of the plant stack. These fire hoses were not in any type of container and carried no labels yet dose rates of up to 40 mR/hr were measured on contact with the hoses.
This is an infraction.
