ENCLOSURE SEQUOYAH NUCLEAR PLANT UNIT 1 REACTOR COOLANT DRAIN LINE NOT INSTALLED IN ACCORDANCE WITH THE DRAWINGS NCR 23P 10 CFR 50.55(e)

FINAL REPORT Descriotion of Condition The 2-inch drain line connected to the reactor coolant crossover leg piping in loop 4 was not installed according to the design drawings.

This particular run of piping is subject to a great deal of thermal expansion and therefore the proper installation is essential. This condition invalidates the thermal and seismic analysis used to determine the support requirements.

Safety Implications _

Had this condition gone uncorrected, there would have existed the possibility of overstressing the drain line during a seismic event.

Corrective Actions TVA has reanalyzed the "as installed" orientation and dimensions of the reactor coolant drain line.

The reanalysis has changed the nozzle and support loads. The new nozzle loads were sent to Westinghouse for approval and Westinghouse has confirmed that the new nozzle loads are acceptable.

It was determined from the revised analysis that the rated loads for two snubbers were exceeded. The two snubbers are being replaced by snubbers that meet the required loads.
