MILLSTONE POWER STATION UNITS 2 AND 3 NORTH ANNA POWER STATION UNITS 1 AND 2 SURRY POWER STATION UNITS 1 AND 2 LICENSE AMENDMENT REQUEST TO ADOPT EMERGENCY ACTION LEVEL (EAL) SCHEMES PURSUANT TO NEI 99-01, REV. 6 SUPPLEMENTAL RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION By letter dated January 4, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession Number ML19011A237) (Serial No.18-364), Dominion Energy Nuclear Connecticut, Inc. (DENC) and Virginia Electric and Power Company submitted a request for a change to the emergency action level schemes for Millstone Power Station (MPS) - Units 1, 2 and 3, North Anna Power Station (NAPS) - Units 1 and 2, and Surry Power Station (SPS) - Units 1 and 2.
By letter dated August 29, 2019, (ADAMS Accession Number ML19249B764) (Serial No.19-296) Dominion Energy submitted the response to specific NRC requests for additional information (RAls), received in an email dated June 17, 2019 (ADAMS Accession Number ML19169A096).
On September 6, 2019, a teleconference was held between Dominion Energy and NRC staff to discuss the response to RAI 13.a and clarify NRC staff information needs. The purpose of this letter is to provide the NRC staff with additional information and clarifications to address safety evaluation needs. Enclosure 1 provides a supplemental response to RAI 13.a. Enclosures 2 through 5 provide the Final (Updated) EAL Technical Bases Document for MPS Unit 2, MPS Unit 3, NAPS, and SPS, respectively, which reflect the supplemental response to RAI 13.a.

Serial No. 19-296A Docket Nos.: 50-336/423/338/339/280/281 72-2/16/4 7/55/56 Supplemental Response to RAI - EAL Scheme Change Page 2 of 4 Additionally, following the August 29, 2019 RAI response submittal, an administrative error was identified in the EAL Comparison Tables for Millstone 2 and Millstone 3 supporting the response to RAI 4 that was provided in Enclosure 1, Attachment 2.
Specifically, the tables included individual alert and alarm setpoints since some release points are monitored by multiple detectors, each capable to have individual alert and alarm setpoints. The tables have been updated to indicate the setpoint value that will initiate an alarm in the control room either before or at the Unusual Event threshold.
As a result, corrected RAI 4 - EAL Comparison Tables provided in Enclosure 6 to this letter are hereby transmitted and supersede Enclosure 1, Attachment 2 of Dominion letter Serial No.19-296 dated August 29, 2019 in its entirety. All other enclosures stand as originally transmitted by the August 29, 2019 Dominion letter.
The information provided in this letter does not affect the conclusions of the significant hazards consideration or the environmental assessment included in the January 4, 2019 LAR.
