Dear Mr. Goodwin:
RE: TROJAN FIRE PROTECTION In our Safety Evaluation Report of March 9,1978, we identified three items in Section 3.1 for which additional design details were required by'us in order to assure an acceptable design prior to actual imple-mentation of the modifications.
These items are now resolved, as discussed below.
By letters dated September 29,1978, June 18, and August 22,1979, and by Amendments to PGE-1012, " Trojan Nuclear Plant Fire Protection Review,"
PGE provided design criteria for certain modifications resulting from the fire protection review. Design information was provided for items 3.1.4 Sprinkler System, 3.1.7 Smoke Exhaust Fans, and 3.1.12 Remote Shutdown Capability. We have reviewed the design criteria for these modifications, including: area of coverage, design density, and method of actuation for the turbine-driven auxiliary feedwater pump sprinkler system; areas served, location of controls, and system capabilities for smoke exhaust systems; and instrumentation and equipment provided, method and location of control, e.perators required, electrical schematics, content of procedures, conformance to FSAR criteria, communications system, status indicators, technical specification operability and surveillance requirements, and ability to isolate cable spreading room or control room faults and also supply power to control circuits for the remote shutdown capability. We find that the proposed designs for these modifications will provide the protection we intended in our Fire Protection Safety Evaluation Report for Trojan dated March 9, 1978, and therefore are acceptable.
The PGE letter of June 18,1979 (Enclosure 1 of Attachment 1) indicates that Technical Specification changes will be proposed to include oper-ability and surveillance requirements for the remote shutdown capability at least 90 days prior to completion of modifications for this capability.

From the PGE letter of June 18,1979 (Enclosure 2 of Attachment 1), it appears that this number should be five (5), for tiodes 1 through 4 Our Safety Evaluation Report of liarch 9,1978 also identified seven incomplete items in Section 3.2.
These items required further information from you and evaluation by us.
We have completed our review of information dealing with these incomplete items as provided in your responses of July 27, September 29, 1978, January 9, April 18, June 18, July 30, and August 22, 1979, and Amendments 7 and 8 to PGE-1012, " Trojan fluclear Plant Fire Protection Review."
The results of our review are contained in Enclosure 1.
As discussed further therein, we find that the incomplete items have been acceptably resolved (subject to their implementation) except for items 3.2.2 and 3.2.6.
Our requirements with respect to the resolution of item 3.2.2 are summarized in the enclosure and will be discussed in more detail in a separate letter to you. You may consider item 3.2.6 resolved provided that we receive a statement from you that the reactor coolant pump oil collection system will be seismically qualified (see enclosure 1). We request you indicate your agreement with this requirement within the same time frame as requested with respect to item 3.2.2 (20 days) so that we can proceed to issue our final supplement to the Trojan Fire Protection SER.
As required by license condition 2.C(8), all modifications identified in Section 3.1 of our SER of liarch 9,1978 must be complete prior to return to operation for Cycle 3.
The incomplete items not otherwise required to be complete by this time should be implemented by not later than ?!ovember 1,1980.
When we issue our supplement to the Fire Protection SER, we intend to issue an amendment to your license requiring that these remaining items-be completed by not later than flovember 1,1980.
The fire protection program review status is summarized in enclosure 2 for your convenience.
Please contact us if you have any questions concerning the final resolution of these few remaining items.
