Dear Mr. Reid:
On December 22, 1979 Toledo Edison requested a revision to License Condition 2C(3)h that would delay the completion schedule of current fire protection modifications at the Davis-Besse Nuclear Power Station, Unit i from April 22, 1980 until September 30, 1980. This delay was based on revised estimates of work scopes and manpower limitations to support these modifications.
To aid in your evaluation of this request we have attached a description of the work currently projected to be complete on April 22, 1980. The listing is cross-referenced to Table 1 of the " Fire Protection Safety Evaluation Report" with Amendment No. 18 to Facility Operating License No. NPF-3 for Davis-Besse Unit 1 issued July 26, 1979 (Log No. 409).
It is Toledo Edison's intention, based on approval of the requested delay, to complete all fire protection modifications work required in areas normally inaccessible during power operation during the present refueling / maintenance outage.
This would then allow Davis-Besse Unit 1 to return to operation while the remaining work is being completed.
