Gentlemen:

This refers to the inspection conducted by Messrs. R. E. Hall, R. A.

Hermann, A. B. Rosenberg and J. E. Gagliardo of this office on

February 10-11 and February 15-18, 1977, of activities authorized by

NRC Operating License No. DPR-51 for the Arkansas Nuclear One, Unit 1

facility, and to the discussion of our findings held with Mr. J. W.

Anderson and other members of your staff at the conclusion of the

inspection.

Areas examined during the inspection and our findings are discussed in

the enclosed inspection report (Enclosure 2).

Within these areas, the

inspection consisted of selective examinations of procedures and repre-

sentative records, interviews with personnel, and observations by the

inspectors.

During this inspection it was found that certain of your activities were

not conducted in full compliance with NRC requirements, as set forth in

the Notice of Violation, enclosed herewith as Enclosure (1). This notice

is sent to you pursuant to the provisions of Section 2.20? of the NRC's

" Rules of Practice," Part 2, Title 10, Code of Federal Regulations.

The enclosed inspection report documents the fact that steps have been

taken to correct the noncompliance items and that additional corrective

steps were taken to prevent recurrence.

Thus, you are not required to

submit a response to this report.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part

2, Title 10, code of Federal Regulations, a copy of this letter and the

enclosed inspection report will be placed in the NRC's Public Document
