O APPENDIX A NOTICE OF VIOLATION Jersey Central Power and Light Company Docket No. 50-219 Based on the results of an NRC inspection conducted on December 11-14 and 18, 1979, it appears that one of your activities was not conducted in full compliance with the conditions of your NRC Facility License No. DPR-16, as indicated'below.
This item is an infraction.
10 CFR 50, Appendix B, Criterion V. Instructions, Procedures, and Drawings, requires that, " Activities affecting quality shall be described by documented instructions, procedures, or drawings... and shall be accomplished in accordance with these instructions, procedures..."
Procedure 120. " Fire Hazards," Revision 5, dated October 12, 1979, Section 5.1.12, states that, "All wood used in safety related areas will be fire retardant."
Contrary to the above, on December 13, 1979, while touring the reactor building, it was noted that eleven (11) crates, constructed of untreated wood, containing control rod blades, were being stored on the 119' level of the reactor building.
