Oyster Creek Nuclear Generating Station Docket No. 50-219 IE Inspection 50-219/79-24 This is in response to your letter of January 28, 1980, regarding the inspection conducted by Mr. L. Briggs on December 11-14 and 18, 1979, at the Oyster Creek Nuclear Generating Station.

in Appendix A of your lette., there is noted an activity which was not conducted in full compliance with the Oyster Creek NRC Facility License.

The specific infraction identified and the actions that have been taken to correct it and prevent its recurrence are given below:

Infraction -- 10CFR50, Appendix B, Criterion V, instructions, Procedures, and Drawings, requires that, " Activities affecting quality shall be described by documented instructions, procedures, or drawings...and shall be accomplished in accordance with these instructions, procedures..."

Procedure 120, " Fire Hazards," Revision 5, dated October 12, 1979, Section 5.1.12, states that, "All wood used in safety related areas will be fire retardant."

Contrary to the above, on December 13, 1979, eleven (11) crates, con-structed of untreated wood, containing control rod blades, were being stored on the 119' level of the Reactor Building.

Response -- Upon notification of the violation, prompt corrective action was taken.

The eleven (11) crates containing the control rod blades were painted with fire retardant paint.

This was verified on December 18, 1979, by an NRC inspector.

All remaining control rod blade crates in the Storeroom have been painted with a fire retardant paint.

Mr. Eldon J. Brunnar Paga 2 IE Inspection 50-219/79-24 February 22, 1980 Administrative controls were established in November 1978 to assure that all wood used for construction planking in safety-related areas would be fire retardant.

This was accomplished through issuance of a memorandum to various station departments which restricted the use of non-fire retardant wood.

It is now recognized from this item of noncompilance our concern was too narrowly stated and did not address such items as vendor shipping con-tainers that are brought into safety-related areas.

Station personnel have been instructed not to bring untreated wooden crates inte the Reactor Building.

In addition, we are going to investigate the possibility of developing a basis for allowing some limited amount of transient combustible material to be present in an area.

This would involve predetermined allow-able fire loading limits for safety-related areas and administratively controlling material in these areas to ensure we remain within these limits.
