Gentlemen:
This refers to your combined Inspection Report 50-317/79-24 and 50-318/79-23, which transmitted one item of apparent noncompliance and documented the results of the " enforcement meeting" held at your offices on December 21, 1979.
Realizing that the event des-cribed by your Appendix A was of a recurrent nature, an in-depth investigation of the waste neutralizing operation was perfomed prior to the December 21 meeting; the corrective actions derived as a result of this investigation were as discussed on that date.
The status of the implementation of the subject corrective actions is as follows:
1.
The design and installation of curbing for #12 Waste Neutralizing Tank (WNT) is in progress.
The installation is expected to be completed by February 29, 1980.
Since #11 WNT already has a
" double barrier" (liner plus tank wall), curbing is not deemed necessary for this tank.
2.
The pemanent installation of #12 WNT on a foundation has been completed.
"Hard" piping for the tank has been installed using readily available materials.
Certain sections of the recently installed piping will again be upgraded with new piping which is on order and is expected to arrive on February 27, 1980.
3.
Plans are proceeding to install a liner in #12 WNT.
Vendor bids are presently being evaluated. Since the curbing will provide an interim second barrier, the installation of the liner can proceed along a longer time-frame.
It is expected that the liner installation will be completed before the end of this year.

Response to Inspection Report 50-317/79-24 and 50-318/79-23 February 27, 1980 4.
The installation of the Control Room annunciated high level alams for both tanks is proceeding on schedule and is expected to be completed by February 29, 1980.
5.
An evaluation of the tank mixing adequacy has been perfomed.
i The results of the analyses indicate that the sample taken t
prior to a nomal discharge is representative (within the limits of analytical accuracy) of the entire tank profile.
6.
The study to upgrade the water treatment plant (as described in your paragraph 6.c.(2)) is proceeding on schedule and will l
be completed by mid-1980.
7.
The service building sumps are being routinely discharged to the i
neutralizing tanks except when it is operationally not feasible a
(which is infrequent). When circumstances require discharge to the yard interceptor, the sumps are sampled prior to discharge and once per shift during discharge.
8.
The WNT Usage Permit, which includes a valve checklist and hourly t
logging of tank levels,is now in use.
This permit requires approval by the Senior Control Room Operator.
9.
The operator training program to support the new procedure and permit system has been completed.
10.
The audit described by your item 7.c.(3) will be perfomed during March 1980.
