VINGINIA ELucrRIC AND POWEH COMMNY Rtcunown,VinotazA noctis April 3, 1980 Mr. Harold R. Denton, Director Serial No. 310 Office of Nuclear Reactor Regulation LQA/WRM:rab Attn:

Mr. O. D. Parr, Chief Light Water Reactors Branch No. 3 Docket No. 50-339 Division of Project Management' U. S. Nuclear Regulatory Commission Washington,-D.C.

Dear Mr. Denton:

The North Anna Unit 2 Technical Specification Surveillance Requirement.4.4.9.3.1.d requires testing of the pressurizer power operated relief valves pursuant to Specification 4.0.5.

Specification 4.0.5 requires ASME Code. Class 1, 2, and 3 pumps and valves to be tested in accordance with Section XI of the ASME Boiler and Pressure Code (1974 EdAtion with Addenda through the summer 1975) except where specific written relief has been granted by the Nuclear Regulatory Ccamission.

The pressurizer power operated relief valves cannot be tecced once every three months as required for ASME Category B valves pur uant to Section s

XI of the ASME Boiler 'and Pressure Code without una.:.ceptable radiation exposure to test personnel. We propose the following test program:

1.

The pressurizer power operated relief valves will be cycled once every 3 months.

2.

The pressurizer power operated relief valves will be tested for stroke time, fail-safe operation, and remote position indication once every 18 months during cold or refueling shutdown.

The above test program meets the testing requirements of ASME Section XI for Category B valves with the exception of test frequency.

Pursuant to 10 CFR 50.55a, (g) (6) (1), we request an exemption to test the pressurizer power operated relief valves as described above.

Very truly yours, k

B. R. Sylvia Manager-Nuclear Operations and Maintenance 8004080 3I *
