This refers to your letters of December 27, 1979 and January 4, 1980, in response to our letter dated December 6,1979.

4 Thank you for informing us of the corrective and preventive actions documented in your letter.

These actions will be examined during a subsequent inspection of your licensed program.

We acknowledge receipt of your check for Twenty-Seven Thousand Five Hundred Dollars ($27,500) remitted in full payment of the Notice of Proposed Imposition of Civil Penalties dated December 6, 1979.

We have reviewed the information submitted in Attachment 3 of your January 4, 1980 letter which you claim provides bases for exceptions to the inspection findings.

Our review of this information indicates the following:

with respect to the information concerning the qualification of the acting H.P. Supervisor, we find that although the individual possessed the equivalent of 1.3 years of non professional technical experience, at the time of the inspection, he possessed only 3 years of professional level technical experience.

No consideration is given for overtime hours in assessing professional level technical experience.

Based on the above, the acting supervisor did not meet the positional minimum qualifications (T.S.6.3.1.lb.).

7 with respect to the information concerning special training for individuals involved in steam generator work, the inspector discussions with some of the workers indicated that no training in radiological hazards associated with steam generator entries was given. We will, however, review this matter during a subsequent inspection.

with respect to the information concerning training and instructions provided to an individual who became contaminated, our inspector observed the individual smoking prior to any decontartination efforts

~ We also have the following comment regarding your responie to item C.1. contained in Attachment 2 of your January 4,1980 letter which concerns a procedure on surveys:

the procedure in question did not provide sufficient guidance to permit a technician using it to identify, evaluate and take necessary actions to limit internal and external exposure to radioactive materials.

Specifically, the procedure did not provide guidance as necessary to detect, survey, monitor and evaluate the conditions that resulted in Items of Noncompliance C.2 and C.3 transmitted with our December 6, 1979 letter.
