Appendix A NOTICE OF VIOLATION
. Northeast Nuclear Energy Company Docket Nos. 50-245 50-336 Based on the results of an NRC inspection conducted November 5-9, 1979, it appears that one of your activities was not conducted in full compliance
. with the conditions of your NRC Facility License Nos. DPR-21 and DPR-65.
This item is an infraction.
Technical Specifications Section 6.8.1 states in part, that:
" Written procedures shall be established, implemented and maintained covering...
Fire Protection Program implementation."
Administrative Control Procedure ACP-QA-4.01 " Plant Housekeeping",
revision 7, dated March 16, 1979 Attachment 1 states in part: "All personnel are to refrain from smoking within the following areas...
, control room (within Main Control Board)..."; paragraph 6.4' states in part:
...each plant. person is required to clear the work or activity -
area of debris...before the work or activity is terminated... The Building Services Department performs cleaning and trash removal services..."
Contrary.to the above, on November 7,-1979 an open can of combustible debris was observed.in the Unit 1 control room, and an open can of combustible debris was observed in the Unit 2 D. C. switchgear room.
Evidence of smoking was observed in the Unit 1 control room main control board.
