Dear Sir:

In reference to your letter received on January 17,1980, this report is submitted pursuant to the provisions of Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations.

1.

Apparent Item of Non-Capliance Technical Specifications Section 6.8.1 states in part, that:

" Written procedures shall be established, implemented and maintained covering... Fire Protection Program Implementation."

Administrative Control Procedure ACP-QA-4.01, " Plant Housekeeping,"

Revision 7, dated March 16, 1979, Attachment 1 states in part:

"All personnel are to refrain fra smoking within the following areas... Control Room (within Main Control Board)...;" paragraph 6.4 states in part:

...each plant person is required to clear the work or activity area of debris...before the work or activity is terminated...The Building Services Department performs cleaning and trash removal services..."

Response

This apparent item of non-compliance involved poor housekeeping in the Unit 1 Control Room and Unit 2 D. C. Switchgear Room.

The open trash can in Unit 1 Control was in the kitchen area and it has been replaced with a covered trash can.

Additionally, the Shift Supervisors were reminded of their responsibilities to maintain housekeeping in the Control Room per ACP-QA-4.01.

The evidence of smoking inside the Main Control Boards is felt to be as' a result of the way the area was posted as a no smoking area. The signs were well within the Control Board area such that af ter contractor personnel entered the area, they saw the signs and extinguished their cigarettes on the

' floor. New no smoking signs were posted at the entryways to this area and Shift Supervisors were reminded to maintain better control of smoking per ACP-QA-4.01.

The open trash can in the Unit 2, D.C. Switchgear Room was a result of recent work in the area. The trash can was emptied and the Shift Supervisors / Operators were reminded to maintain housekeeping per ACP-QA-4.01.
