Dear Mr. Werling:

We have received your letter of March 4,1980 requesting that applicants for licenses at your facility be adninistered written examinations during the week of May 18, 1980 and to delay the operating (oral) examinations until July, 1980. The reason for the delay of the operating tests is that the applicants have not received the prescribed reactivity manipulations required for hot license training.

Due to the lack of the reactivity manipulations, it is not possible for the applicants to state that their training is complete.

In addition, you could not provide adequate certification as required in 10CFR55.10(6) Contents of Applications. Therefore, we cannot grant your request.

We have discouraged split examinations for hot licenses, since it is in the best interest of the applicant and our manpower availability to complete the examination during one visit to the facility. Please contact Mr. Joseph Buzy at our office to schedule the examinations when the necessary training has been completed.
