Dear Mr. Mattimoo:
In our Fire Protection Safety Evaluation Report (SER) for Rancho Seco dated February 28, 1978, we identified many items for which we needed information on the design of modifications which you had committed to make to plant equipment prior to implementation of the modifications.
By letter of February 8,1980, you provided details on protection to be provided metal panels above fire doors (item 3.1.5(2) from our SER).
We have reviewed this information and find that these panels will have a rating equivalent to the fire doors, and will therefore provide the protection intended in our SER. Accordingly, this modification is acceptable.
By letter of February 7,1980, you provided infonnation as to how the design for monitoring fire door position would be implemented (item 3.1.36(5) from our fire protection SER). This information indicated that limit switches would be installed on all doors separating fire areas, and that indication would be provided in a continuously manned location if the door is left open for more than two minutes. This satisfies the intent of Appendix A to BTP 9.5-1 and provides the protection intended in our SER. Accordingly, the proposed design is acceptable.
By letters of January 30, 1980, (two letters) you provided information on modifications to be made to protect redundant safe shutdown cabling in the West Containment Valve Penetration Area (item 3.1.29(2) from our SER) and in the corridor to the (-) 47 Level - Below Grade (item 3.1.27 (1) from our SER). These areas contain cabling associated with both channel "A" and "B" high pressure injection pumps and the makeup pump, all of which could be affected in a single design basis fire.

Mr. J. J. Mattimoe March 11, 1980 areas the cabling associated with the channel "B" high pressure injection pump will be rerouted out of the areas into fire areas where a design basis fire will not cause loss of the high pressure injection system.
However, cables associated with the makeup pump are still in these areas and may be required for safe shutdown during those periods when the makeup pump serves as the "B" high pressure injection pump because the "B" pump is out of service.
The makeup and "A" high pressure injection pump cables are horizontally separated by at least 10 feet of clear open space; however, a transient combustible (75 to 100 gallons of lube oil) could be postulated for these areas which provide access to the high pressure injection and makeup pump rooms.
By letter of March 3, 1980, you provided information on further protection to resolve staff concerns and to comply with items 3.1.27(1) and 3.1.29(2) of our SER. To protect the makeup pump cables in these two areas, you have proposed to install Kaowo 'l-blanket-type thermal insulation to enclose and protect the makeup pump eables to provide protection from an exposure fire.
We find that the designs proposed for these modifications will provide the protection intended in our SER, and are therefore acceptable.
