Attached is a report of our inspection at the subject facility on

l

October 10-11 and November 6, 7 and 12, 1974.

We consider the violations of the licensee's QA program indicative

of lack of adequate training of SMUD warehouse personnel in the use

of the QA program procedures. This situation appears to have stemmed

from the previous reliance on Bechtel personnel for handling and re-

ceiving of materials at the site. Recently, the SMUD (varehouse)

organization assumed the full responsibility for implementing the

program but apparently were unaware of the program deta..s and the

strict compliance required by the AEC.

We do not consider the management controls in use to be ineffective

,

'

in preventing the inadvertent use of nonconforming spare parts, rather,

our concern is that they did not conform to the requirements of the

licensee's approved procedures. Therefore, our message to the licensee

was simply that either the QA procedures be changed to reflect the

controls in use or change the controls to conform to the approved

procedures.

Should continued violations of the QA Program by SMUD be determined

as a result of future inspections, stronger enforcement action will

be considered.
