DOCKET NOS. 50-302 & 50-303 Florida Power Corporation, a corporation organized and existing under the laws of the State of Florida, applicant for an operat-ing license and construction permit for Crystal River Units 3

& 4 Nuclear Generating Plant, hereby amends, by attached pages, its Application to delete references to Unit 4 from the Volume titled " Application for Licenses" and to delete technical refer-ences to Unit 4 from the Preliminary Safety Analysis Report Vol-umes as the decision has been made by the Applicant that Unit 4 will not be constructed and is withdrawn from the application per our letter to the Atomic Energy Commission dated March 25, 1968.

Amendment 5 includes, as a separate packet, revised pages for the Application for Licenses Volume to update this volume with the latest General, Financial and Statistical Information, and Technical Qualifications of the Applicant.

The plant design criteria for Unit 3 remain unchanged because of the deletion of Unit 4.

To assist in the comparison of the present single unit plant with the original two unit concept we offer a section by section analysis of the Amendment 5 changes to the Preliminary Safety Analysis Report.

Section 1 -

Page changes reflect the deletion of the third diesel generator unit for emergency power supply leaving two for Unit 3.

Figures 1-3 thru l-ll have been revised to show the effects on the plant layout due to the removal of Unit 4.

We have purposely left these figures to the same scale, while showing Unit 3 only for ease of comparison.

Figure 1-12 has been revised to show a more direct line of responsibility from the Construction Manage-ment and its Quality Assurance Forces to the Nuclear Project Manager.

Amendment No. S' Page 2 Sections 2 and 3 -

There are no technical revisions required in Sections 2 and 3.

Section 4 -

Change to 4.4.3 reflects the elimination of Unit 4 from the Material Irradiation Surveil-lance Program.

Sections 5, 6, and 7 -

There are no technical revisions required in Sections 5, 6, and 7.

Section 8 -

This section is revised to reflect the changes in:

General revision of Section 9 reflects the changes in Auxiliary Equipment due to the single unit concept and the elimination of shared equipment while still maintaining necessary redundancy in the emergency systems.

Section 10 -

There are no technical revisions required in Section 10.

Section 11 -

Basic change is to eliminate Unit 4 equipment and releases from the write-up. As each was listed generally on a per unit basis there is no change in so far as Unit 3 is concerned.

There is no technical change in Section 12 but we have taken this opportunity to reaffirm and clarify the plant organization personnel.

Section 13 -

There are no technical revisions required in Section 13.

Section 14 -

Paragraph 14.2.2.3.4 - Accident Analysis has been revised to reflect the changes in emer-gency power systems. The presented analysis in this Amendment is identical to that of Met-Ed Three Mile Island Plant in its appli-cation to Crystal River Unit 3.

Supplement #1 - Question 1.2, Page 2, changes reflect the change in number of Emergency Diesel Generating units from 3 to 2.

You will note that we have not furnished revised pages to com-pletely reflect the removal of all references to Unit 4.

We respectfully request that any non-technical references to Unit 4 which remain after insertion of Amendment 5 be ignored and/or no longer considered. These are located primarily on title blocka for curves and figures in the Preliminary Safety Analysis Report.
